Shaak Ti headpiece - help!

So I have decided to take on a new costume, Shaak Ti. Like the last time I'm aiming to do everything myself. I have several ideas on how to make the headpiece.... I've find many tutorials online and other WIP threads with hints and ideas.

This is how I think I will do- and please here is where I need your help (because I have absolutely no ideas if this is possible....)
I have bought a "head" mannequin to start with. I will use foamfiller and build up so that I can carve out the horns later. I will then make place for three strong magnets in the right places so that I can remove the "tales" in transport. I will then be sewing the three tales and fill them with small plastic balls or soft fillings. Then in some way make a hard base on each tale and place metal plates on top so that the magnetic construction works. I will cover the joints with worbla to match the colour pattern in the CS photos. At last I will cover the horns the worbla and the tale of fabric with liquid latex....

Do this sound accurate and doable to you guys? I have never worked with liquid latex nor have I worked with foam fillers so I'm really taking a big chance here!!

Honestly? Absolutely no idea. I know people have made a soft, light base before (like foam), then covered that in fabric and covered *that* with liquid latex before painting the whole thing, and have had good result, but I also know it requires some trial and error. And that have usually been for Ahsoka, who doesn't have as large montrals and tails as Shaak Ti.
But I like your ideas and think they sound interesting. Worbla won't be too rigid and have the wrong surface look? Small rare earth magnets could be a nice way to attach the tails. :)

I was thinking that the worbla would cover the joints nicely and at the same time would add the effects that is shown in picture...? Maybe. But I don't know if worbla can be covered with latex?

I can send you some pic of a finnish cosplayer who had made awsome togruta headpice of fabric , and then swe was gonna cover it with latex

Would Love to ser them maybe it's the same I have already found? But is there a reason beyond that the once you have seen in fabrics look good, that I should not go with my plans with worbla and foam

So after some consideration and helpful ideas from other members I have decided to change my method on how to create a gorgeous Shaak Ti headpiece.... It looks like the best way (not easiest though) is to cast with latex.... I have a lot of links and pages that are very helpful and shows exactly what to and what not to.... which products I should use and not... I will start as soon I get my styrofoam mannequin head by mail... and hopefully I will be finish by Christmas. I would love to get some feedback during this project!
